potty training help?

We just got Knuckles, our male pug, a few weeks ago at 6 months of age.  The person we got him from told us he was housebroken, but apparently he was living outside...  So now he is in the habit of relieving himself wherever he is.  We live in an apartment so we want to train him with puppy pads.  We successfully trained Roxie this way, but we have had her since about 10 weeks so it was easier.  There's not a specific spot he favors so I can't just move the pad to where he goes.  I got a gate to keep them in the kitchen while I'm at work.  Put food and blankie on 1 side and potty on the other.  But he just pees on the blankie or the floor.  Roxie uses the pads, I was hoping maybe it would help him learn to watch her but no.  I've even used the spray that tells them where to pee, that's not helping either.  Any ideas?  I'm at a loss here... I know it's not his fault, not sure why anyone would have a small puppy living outdoors.  Just getting frustrated.

If it makes a difference, he has not been neutered yet.  Luckily he isn't hiking his leg either, but I'm still wondering if he is "marking" territory by peeing on the dog blankets and the couch that Roxie likes to sleep on???

Since he's been living outside, I wonder if the people told you the truth. I would get him neutered as soon as possible. Then expect a month for the harmons to be gone. I would start from scratch with the potty training. I don't know if you will have much luck with the potty pads beings he has already been goin outside. Have you thought about the puppy apartment?

I doubt they told the truth.  They said he had some vaccines too, but we went ahead and took him for his shots anyway.  He is getting his neuter surgery tomorrow.  My husband wants to try crate training him and of course taking him out to potty on a schedule.  The puppy apartment looks like a neat idea though, might need to look further into that.  Thanks!
